Custom moulds change the arithmetic

Ask who owns and stores the mould, whether repeat orders can use it, what retrieval costs apply and whether anyone else may use it. Record the answers in the purchase terms before paying a tooling charge.
Clear the image and design rights
A public landmark, photograph, map, official emblem or familiar character is not automatically free for commercial merchandise. The underlying image and the subject may involve different rights; requirements depend on the territory and use.
WIPO’s tourism guidance describes souvenir merchandising as an intellectual-property use. Keep permission covering the artwork, goods, quantity and destination where required. A supplier’s willingness to manufacture is not evidence of permission.
Use original or properly licensed artwork and seek qualified advice for uncertain rights. Do not infer that every seller follows or ignores the same rules.
Make personalisation errors rejectable before the full run
Create a name/text matrix with one approved line per city, language or commemorative date. Have a person able to read each language approve the actual print proof; an attractive typeface cannot confirm spelling. Keep design rights and manufacturing permission connected to the same version.
Hypothetical hold: the English sample is correct but the second-language design uses an old place name. Correct and approve that version before making its mould or printing its batch. For matching souvenir ranges, retain a colour/finish reference and check every component against it rather than approving one magnet for the whole range.
